Guided by mentors and professionals, our team brings diverse skills and experiences to the work of restorative and transformative justice. Together, we create opportunities for growth, accountability, and empowerment, ensuring that youth have a voice in shaping a better future for themselves and their peers.
At Philadelphia Community Youth Court (PCYC), we embrace Restorative Justice by focusing on healing rather than punishment. Our youth-led court provides a space where young people take responsibility for their actions, repair harm, and restore trust within their communities. Through meaningful dialogue and accountability, we turn mistakes into opportunities for growth.
We go a step further with Transformative Justice, addressing the root causes of harmful behavior and working to change the conditions that lead to it. By empowering youth with leadership, advocacy, and conflict-resolution skills, we are building a future where justice is not just about correction—it’s about transformation.

Francine Cox-Hardaway is a dedicated advocate for justice and community empowerment, currently a Prospective Arraignment Court Magistrate. With a strong background in legal and civic engagement, she is committed to ensuring fairness, accountability, and restorative justice in the court system. Passionate about youth development and equitable access to justice, she continues to be a leader in fostering positive change within her community.
